It just has to do with the models of the game, motorcycle cops are black while cops in cars are white, since there are a lot more cars and there are two cops per car, you might get the impression that there are only white cops but that's not the case.
Rodriguez is the only one out of all those cops who is Latino. Tenpenny is the only cop in the game that is black and is the main one who is also the bad guy. Most of the police in San Andreas are white most of the time.
I have never really noticed that also because one of the key characters in the game is a black police officer. Even if all the police officers in the game appear white, I don't think it is racist on the part of the programmers.
Well the game GTA SA takes place during times of the early 90's so you did not find that many officers who were black. You did not find many who were Hispanic either. So majority of the officers were bound to be white.
I never noticed that, and really its not that big of a deal anyway, considering one of the lead cop characters in the game is black. It all just kind of blends in and I'm not that bothered at all, plus the motorcycle cops are black if I remember well.
This is incorrect, as others have pointed out. Yes, most of the cops are white, but if you take a closer look at the motorcyclist cops, you'll see that they are black. End of discussion.
