It can be for any of the platforms available, I'm more interested to learn about your favorite developer. Ubisoft have been stepping up lately, I have to give them credit for that.
Criterion Games would have to get my vote for the best. Playing the Burnout series has pretty much ruined regular racing games for me. I usually find myself trying to crash into the other cars which is terrible.

Same here. I feel they are the ones that tried to innovate the racing genre massively and they were actually successful at it in that it didn't feel like a gimmick.
Haha, I feel for you on that one! The Burnout series was pretty good, and it definitely added an unique touch to the game which was nice to see.
They did it so well too. With the amount of features they brought to the table it could just as easily have been a mess but they did it in a way that really set the bar up , for me personally at least.
I really dislike how no other company has the spine to do out of the ordinary things as well. They all tend to stick to the same cars and same boring tracks, with cool background visuals to make it look cool.
Yeah it really pains me to see how a lot of racing games focus too much on graphics and realism almost as a crutch. Meanwhile, I could still play burnout for ps2 or PSP today no problem despite the outdated graphics just because the gameplay is so good.
The best racing game developer would have to be EA (Electronic Arts). The best racing game would have to be the Need For Speed games, hands down. I've played the majority of them myself. My favorites are Need For Speed: Underground 2 and Need For Speed: Most Wanted.
Even though they haven't made a game in the series I would vote for Rockstar because they gave us the Midnight Club series. My second vote would be Criterion because of the Burnout Series and for the new Need for Speed Games.
I'd say Bugbear Entertainment. The Flatout games were a huge innovation with the non static environments and game modes they made. Afterwards I'd say Rockstar Games. Midnight Club on PSP was really good.
Probably Electronic Arts remains the best racing games developers until this moment, even though Ubisoft have been stepping up lately. Rockstar Games seems to be following right on the 3rd place after these two.
Polyphony Digital will always be up there due to GT. Hard to beat their dedication to real racing/driving physics. I'm always looking forward to GT releases.
For me, it's Criterion Games. The developers are really amazing. This team has many intelligent developers around the world. They launched NFS Most Wanted on 2012 and it became very successful. It was one of the most amazing racing games I have ever seen in my life. It became one of my favourite racing games.

The best developers for me would be the developers who created my favorite games. Sorry for being so biased lol. That would be Criterion Games and Polyphony Digital, in my case. Need for Speed series for the former and Gran Turismo series for the latter.
I agree with that. It's been a while since I'd heard someone, other than myself, talk about Midnight Club. It was a very good racing game. I even liked the casual cruising mode. It was an underrated game that got overshadowed by games like Gran Turismo and Project Gotham.
I would have to say criterion games. They didn't get cocky and over confident. They just seemed to improve upon everything in each game. I still remember playing their earlier version, I just loved the fact that they had good graphics even at times when there was very poor graphics.
I always abide with Need for Speed as they have really created my childhood with great memories of cars and frantically, they were the games that got me into sport cars in the first place. It will always have a heart in me.
In my opinion Codemasters are the best. They've made the Collin McRae Rally series, which brought me into the rally scene and from there i got into simulation games. They've recently returned to making rally games and the latest one is pure rallying with a bit of rallycross.
