I suspect Michael's Jewel Heist Suit and Franklin's Gray Plaid Suit are unlocked by choosing the Loud option for the Jewel Heist. Due to the original Epsilon Robes not being available after recieving the Epsilon medal and completing all Epsilon missions, I suspect some of these clothing items are unobtainable without a save editor.
