This is true. I guess this is what is different from a mobile game because most of those are free so they have no choice but to follow the guidelines of always being online whereas in console games if you purchase then you can be expected to have the necessary tools to enjoy the game.
Apparently they want the title to live up to its name "sport." There's not much competition if all you are playing against is the AI. To give a feel of competitiveness to the game, they have to make all players face off against human opponents.
