I've never used one before but lets see what happens. Would there be any difference by using mod? I tend to be big on this issue.
Re-textures just make your game look better or different. There's no effect what-so-ever on gameplay.

I am only using re-textures when it comes to play mods in racing games. Racing games do not offer too much mods as like other games but re-textures does not let me feel that.
I've never played with mods before because I just play on consoles and as far as I know no mods exist there. Hopefully these new games would find a way to allow it though.
I mainly use re-texture mods if there are any available but if I come across a really good and funny mod I'll use it but only for offline play however.
